A radical shift in understanding the interconnection between population, development, individual rights, and well-being was solidified during the pivotal 1994 United Nations International Conference on Population and Development (ICPD), held in Cairo. This monumental event saw the adoption of the ICPD Programme of Action, which advocated for reproductive health, human rights protection, and the eradication of the exploitation of women and children.

For the past 30 years, the ICPD Programme of Action has been a focal point of discussions at various levels, and its successes have been widely acclaimed by states, civil society representatives, international experts, and parliamentarians. The formation of a legislative framework has been a significant outcome, with ongoing dialogues and measures aimed at protecting fundamental rights and preventing their violations.

The International Parliamentarians’ Conference on the Implementation of the ICPD Programme of Action (IPCI/ICPD) has played a pivotal role in translating global consensus into tangible policy outcomes. Notably, the recent conference held in Norway underscored the continued importance of reproductive health, universal access to healthcare, and strategies for preventing violations of women and children’s rights, particularly in the context of the Fourth Industrial Revolution.

Despite significant progress, challenges such as inequality, violations of women’s and children’s rights, and limited access to education persist globally. The adoption of the Oslo Statement at the recent conference reflects a collective commitment to address these challenges and pave the way for a better future.

As the world prepares to commemorate the 30th anniversary of the ICPD at the upcoming United Nations Commission on Population and Development, the ongoing efforts of global leaders, parliamentarians, and civil society reaffirm the enduring impact of the 1994 conference and the continued urgency of its agenda.
